To deepen the understanding and implementation of the spirit of the Central Economic Work Conference and the Central Foreign Affairs Work Conference, the National Immigration Administration of China has introduced five measures to facilitate the entry of foreigners into China, starting from today. These measures aim to actively cooperate with relevant departments to further streamline the processes for foreign individuals coming to China for business, study, and tourism. This will better serve and ensure a high level of openness and promote high-quality development. Let me introduce these five measures in detail:
1.Relaxation of Visa Application Conditions for Foreigners Coming to China:
Foreigners who urgently need to come to China for business cooperation, visits, investment, family reunions, or personal matters unrelated to diplomatic or official activities and cannot obtain a visa abroad in time can apply for a port visa upon arrival with relevant invitation letters and other supporting documents.
2.24-hour Direct Border Clearance for Foreigners at Key Airports:
At nine major international airports, including
Beijing Capital Airport
Beijing Daxing Airport
Shanghai Pudong Airport
Hangzhou Xiaoshan Airport
Xiamen Gaoqi Airport
Guangzhou Baiyun Airport
Shenzhen Bao’an Airport
Chengdu Tianfu Airport
Xi’an Xianyang Airport
Foreign passengers holding international connecting flights within 24 hours can bypass border inspection procedures and directly transit without a visa.
3.Convenient Visa Extension and Reissuance for Foreigners in China:
Foreigners in China for short-term business, visits, investment, family reunions, tourism, or personal matters can conveniently apply for visa extensions or reissuance at the local public security exit-entry administration.
4.Multiple Entry Visa Application for Foreigners in China:
Foreigners in China who need to enter and exit China multiple times for legitimate reasons can apply for multiple entry visas based on relevant invitation letters and supporting documents at local Exit and Entry agencies in China.
5.Simplified Document Requirements for Foreigners Applying for Visas in China:
Foreigners applying for visas can be exempted from providing certain physical proof if their accommodation records or business licenses can be verified through information sharing. For short-term family reunion visas, a declaration of relationship can replace the proof of relationship.
As China’s economy and society continue to recover and improve, and as its openness expands, there have been new demands from both Chinese and foreign enterprises and individuals for enhanced immigration management services. The National Immigration Administration will actively collaborate with relevant authorities, focus on addressing issues related to foreign individuals coming to China for business, study, and tourism, and continue to deepen reforms and innovate policies related to immigration management services. This is aimed at accelerating systemic openness, actively creating a first-class business environment, and proactively promoting the construction of a new development pattern.
